ââ¬Å"Lincoln Issues the Emancipation Proclamationâ⬠Out of all the documents signed throughout history in attempt to benefit our country, Abraham Lincoln felt that his document, Emancipation Proclamation, was most important. On January 1, 1763, approaching the third year of the very bloody civil war, President Abraham Lincoln released the Proclamation which declared ââ¬Å"that all persons held as slavesâ⬠within the rebellious states, ââ¬Å" are, and henceforward shall be freeâ⬠(U.S National Archives & Records Administration). However, this only applied to the states that had been labeled as being rebellion, not to the slaveholding border states of Delaware, Maryland, Kentucky, Missouri, and the areas that the Confederacy had already come under the Union Control. Abraham Lincoln released the document at the right time to ensure that it would make a positive impact and change completely, the aim of the war. To this day, the Emancipation Proclamation shows an example of equality and cognizance (Weider History Group, n.p). In August of 1861, during the Civil War, Congress had passed their first Confiscation Act of many. Confiscation is known as the seizing of someone's property without authority. The act was used against any property, which included slaves as well, used in the rebellion against the U.S government (Weider History Group, n.p). Union major general, John C. Fermont, Commander of the Department of the West, had issued an order which declared martial law in Missouri, as well as freeing all slave states that were held by Missouri secessionists (Weider History Group, n.p). Lincoln had ordered Fermont to change the order to conform the First Confiscation Act, in fear that it might link abolition with the war that could cause the slave... ...rmies, at that point didnââ¬â¢t have to be returned due to the words of the proclamation. They were considered, ââ¬Å"forever freeâ⬠(Weiders History Guide, n.p). The main reason President Lincoln had issued the Emancipation Proclamation mainly as a war measure. The biggest impact that was made off of this document was how for the first time, it placed U.S government against ââ¬Å"peculiar institutionâ⬠, which placed a barrier between the South, and the recognition by the European nations which outlawed slavery (Weider History Group, n.p). The south relied on aid from France and England. In many articles within the Confederate Statesââ¬â¢ Constitution, slavery had only been protected in the Confederacy, but in other articles of the U.S Constitution, it also stated that it protected slavery. The Emancipation Proclamation made a vivid distinction of the two (Weider History Group, n.p).

Shanghai Business Environment
Enterprises that want to invest in China can stumble over an array of regulations that do not give them free choice of where they wish to locate. This situation has been changing, and China's membership in the World Trade Organization (WTO) should act as another catalyst to make the investment climate freer in several industries. Enterprises can look forward to making decisions on where to locate within China based on factors that they would use in the more-familiar open environment. To appeal to businesses, cities need a good IT infrastructure, strong leadership, incentives, and ââ¬Å"livabilityâ⬠(see Figure A).Figure A The size of China's market and Western enterprises' desire to get close to it means that Chinese cities do not generally compete for foreign investment with cities in other Asia/Pacific countries. Outside the manufacturing sector, most enterprises locate in China because they want to sell to China. Of all China's cities, Shanghai has gone furthest toward the s uccess factors for a global ââ¬Å"smart city. â⬠Its ambition to become a major financial center and player on the international stage by 2015 has fueled this drive. History has also given Shanghai many advantages. It is probably the most outward-looking of any Chinese city and has a strong political voice in Beijing. The latter has allowed Shanghai to lead the way in many initiatives because China's political leaders often use the city to test out new ideas. As a result, many initiatives that started in Shanghai have now spread elsewhere in China. Shanghai's characteristics Livability To most Western expatriates, Shanghai is perhaps the most livable of Chinese cities. The city continues to make strides to improve (e. g. , announcing new rules to allow foreigners to buy property for the first time).Measured against other big cities such as Singapore, Hong Kong, or Sydney in the Asia/Pacific region, Shanghai still scores low. From a global perspective, livability is one of Shang hai's weakest areas. However, livability has a large subjective component, and what appeals to Western tastes may not rank as important to the skilled Chinese workforce that an enterprise might what to attract. Incentives Shanghai has traditionally enjoyed a sizable chunk of foreign investment into China, in part because of its position as a testing ground for reform. In some cases, China has forced foreign investors to set up in the city first. This advantage will diminish, and Shanghai will need to learn to play on a more-level playing field. The city has committed to spending, by 2005, 150 billion yuan (one-third of its total industrial investment) on expanding its high-tech sector. This investment targets software and integrated circuit manufacturing, and the city will provide some tax breaks for new operations and help for self-employed software designers. Keeping costs low is key in attracting new business.Shanghai will have to balance the inevitable rise in labor costs with su itable business incentives. Leadership Shanghai's leaders know where they want to go during the next 10 or 15 years and what basic things they need to do to get there. However, they did not develop this vision in partnership with business or the community. Rather, as a command economy, decisions have been made by a select few behind closed doors. Thus, its leaders have greater ability to get things done quickly than leaders in democratic societies often have.Cities such as Shanghai can complete projects without long internal or public debate over infrastructure projects that might take years in the planning stages in other countries and involve a myriad of agencies. Shanghai has benefited tremendously (certainly compared to the rest of China) from the pedigree of its leaders. President Jiang Zemin and Premier Zhu Rongji are former leaders of Shanghai and have strongly supported the city. However, Shanghai knows that spending does not necessarily produce results.Ten years ago, it sta rted pouring money into redeveloping the riverside Pudong district into an area of towering skyscrapers, designed to be China's version of Manhattan. Within a city of 16 million people, Pudong ended up as a ghost town. Slowly, occupation levels have risen, but largely because the central government has ââ¬Å"twisted the armâ⬠of foreign enterprises rather than use real incentives. Infrastructure Many of the city's hopes revolve around an ambitious project to link all of Shanghai to a giant high-speed data network, known as the Shanghai Infoport.Scheduled for completion in 2010, the project stands out not just for its scale but also for its attempt to bring together many strands of existing infrastructure (telecommunications and cable television especially) into one cohesive network. If it succeeds, Shanghai will be among the few cities in the world to have achieved such a feat. Five main projects will rely on the Infoport's high-speed infrastructure: 1. Shanghai Information In terchange Network: A ââ¬Å"giant intranetâ⬠for Shanghai with links to many kinds of information 2.Shanghai Society Security Network: Designed to offer e-payment and checking and to facilitate the use of smart cards 3. Social Electronic Data Interchange Network for Foreign Trade: An export/import data exchange for foreign trade 4. Social Community Service Network: Focused on the residential community 5. Gold Card and Commercial Value-Added Network: Linking banks' automated teller machines (ATMs) and payment systems With 3. 2 million users, Shanghai claims to have the largest cable TV network of any city in the world, and this local-access network has a central part in Infoport.Shanghai's connections in national government played an important role in keeping the project on track. Although cable TV networks in the rest of China were barred for a period from offering Internet or telecommunication services, Shanghai received a special dispensation to upgrade its cable TV networks to do just that. The municipal government claims that 1 million residents can now reach interactive services through their televisions. It wants the entire network to be interactive by 2004.In addition, Shanghai Telecom (part of China Telecom) is rolling out digital subscriber line services and installing the necessary in-building cabling to offer Ethernet broadband access. Mayor Xu Kuangdi talked recently of every home having broadband access by 2004. At the same time, Shanghai Telecom has worked on improving the quality of the core network to be ready for the deluge of new data traffic the Infoport will bring. By year-end 2000, it completed work on what it claims is the world's largest local ATM network. Shanghai now uses a total of 320,000 kilometers (198,848 miles) of fiber-optic cable, with more than 4,000 optical nodes.Shanghai Telecom says it has deployed optical fiber in more than 90 percent of the city's residential areas. Shanghai's challenges Building an infrastructure re presents only part of making the Infoport work. The real test is whether people will use it. Only in the last few months have the first real customers logged on, so it's a little early to tell what the response will be. Cost may prove one prohibiting factor, and the local government may have to consider deep subsidies to encourage more than just the wealthiest people to sign up. Content also remains a question.Experience from elsewhere in the world, especially Singapore, a world-class smart city where government has tried to link itself to all the people, shows that the bulk of a city's population generally does not have much interest in such projects. They may want video-on-demand, but filling out tax documents online doesn't really excite them. Bottom line Other Chinese cities, notably Beijing, have begun some of the initiatives under way in Shanghai and are rapidly improving their information infrastructure. Shanghai will likely continue to stand out as China's smartest city, acc ording to Gartner's success factors.Shanghai's early start and its ability to exploit openings created by the central government's policies will likely keep the city at the forefront of innovation for some time. Shanghai's advanced, if incomplete, IT infrastructure makes it a good place for Western enterprises to locate central operations in China. In addition, Shanghai is a good place in which to experiment with business-to-business and business-to-consumer projects requiring advanced IT infrastructure in hopes of rolling them out to the rest of the country when the infrastructure permits.
Ethical Treatment of Prisoners Essay
Some people believe the history of corrections shows continuous movement toward more humane treatment of prisoners as society has progressed. In the beginning punishments for prisoners were considered a corporal punishment which was whipping, beheading, dismembering, torture or even death. There was fines, dispersion of property were common which was more common than the physical torture. Execution was the economic and corporal punishment as the estate was forfeited. The economic and physical sanctions have given way of imprisonment less depreciation in the liberty of parole and probation. When there are thousands of crimes incarcerated throughout the United States, the ethical treatment of prisonerââ¬â¢s rights must be analyzed. Throughout the years many modifications have been made to accommodate inmates and preserve their basic human rights. Have we as a society done enough regarding the ethical treatment of prisoners or have we made their lives in prison too easy that it is no longer a punishment for them? There are many people in the United States who have strong feelings of what is right and wrong and fall on both sides of this question. Utilitarianism is the belief that moral rules should be choices made by a society to promote the happiness of its members Mosser (2010). Through the utilitarian view the argument could be made that these prisoners are being treated to good and not good enough. Utilitarianism gives an understandable, theoretical foundation for moral decision making. Prior to coming to a decision upon a course of action, the utilitarian is asked to consider its effects on the entire population over an infinite period of time Mosser (2010). One problem with this method of decision-making is that many people might not agree with the premise that maximization of happiness should be the basis for morality. An example of this is an eye for an eye; if you kill someone in my family then I will have your life. In earlier history like the cowboy era this is how criminals were treated. Now, this is no longer accepted in our society. Our societyââ¬â¢s ethical values have changed. For hundreds of years, prisoners had no rights. That is until 1909 when the Georgia Supreme Court ruled that although convicts have lost their freedom; they do have civil rights Davenport (2009). During this era, institutions were legally immune in state and federal courts from lawsuits, also called the hands-off doctrine, wardens ran their facilities as they felt necessary and were not held accountable for the conditions that existed in their facility Davenport (2009). Prisoners were beaten regularly and denied the basics such as food, medical care, and protection from staff or other inmates. These types of incidents continued for many of years. In the 1960ââ¬â¢s several legal avenues opened for prisoners. Prisoners would now have the ability to have their grievances heard in state and federal courts. One of the major changes that enabled this is the cruel and unusual punishment clause of the Eighth Amendment; another is the civil rights provisions of Section 1983 of Title 42 of the U. S. Code Davenport (2009). The Eighth Amendment asserts that excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishment inflicted Davenport (2009). The cruel and unusual punishment clause was not intended for prisoners; rather the focus was on punishment outside the law. The clause also did not apply to state prisoners. The Supreme Court heard very few cases in this era. In the 1960ââ¬â¢s, the Supreme Court began to incorporate the Bill of Rights to state laws. This meant the cruel and unusual punishment clause now included prisons and prisoners. Prisonerââ¬â¢s then began to file suits to change the way prisons operated, citing cruel and unusual punishment, inadequate healthcare, demanding more access to courts and due process. People who are employed in the justice system have to exhibit strength of mind and body to prove they are worthy to be in charge of those who may be a danger to society. This fact alone places these individuals in a position of power, and without a personal and professional code of ethics to live by; this power could be taken out of context. This could lead to damage within the system, as well as out on the street. For these people must make moral decisions everyday. A personal set of ethics can often be hard to define. Ethics are not on a personââ¬â¢s mind as they make various choices throughout the day. When a person sub-consciously makes one judgment or another, they are not aware that ethics plays a role in the decisions that are made. In examining ethical egoism and utilitarianism my personal view is definitely closer to utilitarianism than ethical egoism. Utilitarianism is an exceedingly, even extremely demanding moral view for most people. If we have a duty to always bring about the best outcome, than any time we can increase the well-being of others, we have a moral duty to do so. I believe it is morally better to help the most people at a time than to serve the self interest of one person. The thousands of crimes incarcerated throughout the United States had their day in court and are now housed in a penal institution to serve out their sentence. As a society we have passed ethical laws to protect the prisoners against harm from others and to make sure they are treated with respect. Through the eyes of utilitarianism arguments are made that these prisoners are being treated to good by some and not good enough by others. Regardless of which theories or ethical beliefs a person chooses to believe in they must follow the law or they could end up as a prisoner in the United States. Those in the justice system sworn to protect prisoners can not choose to follow their own beliefs but they must follow the laws and regulation set forth before them. Ethics as a form of intellectual inquiry does not provide answers to moral questions. People with beliefs about right and wrong do. Societies are built upon those beliefs. As we have analyzed the ethical treatment of prisoners with theories of ethics we can argue that societyââ¬â¢s views of right and wrong coincide with reality, are representative of the objective moral order, and encompass the will of the people with regards to their treatment. Principles of Health and Social Care Practice Essay - 1
Principles of Health and Social Care Practice - Essay Example Social and healthcare professionals working within the home also need to understand that they have a sense of duty to the vulnerable people that they serve. Service users can be vulnerable because of their cultural, religious, social, economic, and state of their physical health (British Association of Social Workers 2012). The vulnerable population in need of health and social services within the care home must have their human rights protected by care givers. In some cases, a prescribed mode of treatment for a vulnerable care service user might expose him or her to harm or possible abuse of their human rights. Social and healthcare professionals at the home need to understand all the implications of the any kind of care that they devise for each and every individual at the home.Ã Practitioners need to check on the merits and merits of certain care procedures before adopting them for different people that need care services at the home. This process ensures that people that are b eing taken care of are not subjected to any form of abuse by care givers. A case in point can be that of a care service user that has a terminal illness like cancer. Cancer treatment involves using chemotherapy. Chemotherapy has its adverse impacts on the health a persons especially the repeated chemotherapy can accelerate the side effects of the care service. As a healthcare or social service provider at the care home, one needs to use a consultative approach to making a decision on whether certain medical procedures can be good.

Dear Sir, following the information customers has been receiving recently regarding warranties; it means that there is more information to the customers than our company ever expected. This is not a good thing for the reputation of our company, as the customers will soon look at our company as swindlers, especially if we do not deliver the promise we make to them. It is not appropriate forging ahead with the efforts of training the sales team if the company has to save its reputation from negative opinions of customers. VIRTUALIZATION AND THE RELATIONSHIP BETWEEN VIRTUALIZATION ,CLOUD Assignment
VIRTUALIZATION AND THE RELATIONSHIP BETWEEN VIRTUALIZATION ,CLOUD COMPUTING AND GREEN IT - Assignment Example Introduction Virtualization could be very supportive to the organizations to take benefit of two or more virtual computing frameworks, having diverse operating systems, tools and software on one of hardware logically and inexpensively. In addition, virtualization can help the organizations minimize the distance among software applications, end users, and operating systems from the specific hardware characteristics of the systems they utilize to perform computational activities. Moreover, this technology makes certain to harmonize within a totally innovative signal of hardware and software renewal and also provides simplifying system updates and in various scenarios may get rid of the requirement for such updates (Golden & Scheffy, 2008). This report will offer a detailed overview of this modern technology. This report will discuss several advantages offered by this technology. At the end we will discuss how this technology is connected with other modern technologies such as cloud com puting and green computing. Virtualization We can define virtualization as a logical view of computer based hardware environment through software. Additionally, the thinking behind the design of virtualization technologies is to provide concurrent access on single computer by using multiple operating systems. However, the software of virtualization runs among the operating systems that we normally use for instance, Mac OS, Windows, Linux and other computer supportive hardware, that take input on the operating system and transfer it to the suitable addresses that connect it with hardware. In addition, the virtualization software also performs functionality to reverse, in this way it catches the productive output that we avail from hardware resources as well as redirects it to the various locations of operating system that are suitable for it. In this scenario, one major thing about the os is that it doesn't identify or else any type of concern if it runs on a virtual system or on phy sical hardware. Moreover, the method of virtualization facilitates us to run various Windows of our choice on various operating systems such as Linux based environment, Mac, or PC with our preferred choice. Furthermore, various researches have outline that the virtualization technology is considered as an ideal solution for the usage of those applications that are used for medium or small level (Rankin 2011, Asosheh 2008, Huber, et al. 2010). We know that virtualization technology is considered as a useful technique of maximizing or enhancing physical resources. Additionally, the virtualization technology has a close connection with partitioning. However, it means that partitioning is useful for dividing a distinct physical server into several logical servers. In this scenario, once physical server is patronized, it accommodates logical servers in such a way that all logical servers are free in decision to run or execute a various applications and operating systems of our choice sep arately or independently. It is a true fact that in the mid 1990s, the virtualization technology was principally used to reconstruct those environments that are considered to be end user on a one portion of PC hardware. In some conditions if an IT manager wants to revolve out innovative software, although he wants to analyze its effective functioning on various environments
